Except on Saturdays, Sundays, and holidays, and when school is not in session, it is unlawful:

    A.    To park any vehicle during the hours of seven-thirty (7:30) a.m. to eight-fifteen (8:15) a.m. and from two forty-five (2:45) p.m. to three-thirty (3:30) p.m. on Monday through Friday when school is in session in the following areas:

        1.    On the south side of East Liberty from South Main Street to South Metter Avenue,

    B.    To park any vehicle in any area designated by ordinance as a restricted parking area.
