The city reserves the right to shut off water in any of the mains in its distribution system, without notice and at any time, for the purpose of repairing, clearing or making extensions to the same, or for the purpose of concentrating water in any part of the city in case of fire, or for any other cause. No claim shall be made against the city for damages arising out of the breaking of any service pipe or its connections, or on account of the shutting off of the water as above provided, or from the freezing or bursting of any pipes or fixtures, or on account of the failure of the city to furnish an adequate supply at all times.
