For the purposes of the rate schedules established from time to time by city ordinance, a "family residence" is defined as the building or unit of a building designed or used exclusively as the living quarters for one or more persons and shall include a room or suite of rooms in a multifamily structure, which is arranged, designed, used or intended to be used as a single housekeeping unit, and which contains one or more of the following: kitchen, bath or toilet facilities.
