If the charges and rates for the usage and services of the sewerage are not paid within sixty (60) days after the rendition of the bill therefor, such charges shall be deemed and are hereby declared to be delinquent and shall thereafter constitute liens upon the real estate for which usage and sewerage services are supplied. The city treasurer shall promptly, after the expiration of such sixty (60) days, file a notice of such lien in the county recorder of deeds office. This notice shall consist of a sworn statement of the treasurer, setting out:

    A.    A description of such real estate sufficient for the identification thereof;

    B.    The amount of money due for the use and services of the sewerage system; and

    C.    The date when such amount became delinquent. (Prior code § 38-4-11)
