It is unlawful to:  (a) construct any building with finished floors under roof, without regard to the cost of the construction thereof; or (b) to construct or alter any other building or structure in the City, except fences; or (c) to install exterior wall siding on a building without first having obtained a building permit for the same from the City's Building Commissioner.
