It shall be the duty of the building inspector and any lawfully appointed deputies to enforce the provisions of this chapter. The building inspector is empowered to make such inspections as may be necessary to see to the enforcement of these provisions, and to make any proper tests or examinations of materials or methods to be used for the purpose of seeing if they comply with the requirements of this chapter.
