Whenever any violation of this chapter occurs, or is alleged to have occurred, any person may file a written complaint on forms provided by the administrator. The administrator shall record such complaint, promptly investigate the same and take such remedial action as the administrator deems necessary, including issuance of a corrective action order pertaining to the same.
