All utility lines for telephone services shall be placed underground entirely throughout the mobile-home park; the conduits or cables shall be placed within easements or dedicated public ways, in a manner which will not conflict with other underground services, and shall be at least twenty-four (24) inches below ground surface and at least one foot radial distance from sewer, water, gas or electrical lines and services.
