Enclosures shall be maintained, free of deterioration, which will be kept in a slightly and sanitary condition so as not to pose a threat to the health and safety of the public. Pads and approach aprons shall be designed and constructed to support such containers and dumpsters and to withstand use by trash haulers without the pads breaking or cracking.
