Special meetings of the city council may be called by the mayor or any three aldermen by giving at least twenty-four (24) hours notice thereof, by delivering to their residences, written or printed notice of the time of such meeting. Public notice of special meetings shall be given in accordance with the Meetings of Public Agencies Act of the State of Illinois, Illinois Revised Statutes, 1978, Chapter 102, Sections 41 through 54.
