Any corporation, person or individual servicing or installing a burglary, robbery or fire alarm system in any residence, commercial, institutional or industrial establishment within the city, shall first submit a proposed installation plan to the chief of police and to the chief of the fire department of the city, before such system may be connected to the city-owned electric control board. Any such system proposed shall comply with all the rules and regulations for fire prevention and safety as established by the state of Illinois, Department of Public Safety, as they are presently established or may, from time to time, be amended.
